﹛﹖Ningxia
Hui Autonomous Region, one of the five provincial
level autonomous in China, is located in the middle
reaches of the Yellow River in northern China ,
including five regional cities: Yinchuanㄛ Shizuishan
ㄛ Wuzhong , Zhongwei , and Guyuan. It is the biggest
inhabited area of hui ethnic group in China , with
the total area of 66400sq.km, and hui people takes
up 34%of the total population which is 5.9 million
.Ningxia is considered as a bright pearl in the
northwest of China, and gain the fame ※the Rich
South in Northern Frontier§ from ancient time to
now, and it is said that Ningxia plain benefits
greatly from the Yellow River.
﹛﹖During the 10th Five- Year Plan period , under
the leadership of central party, state administrative
officials ,and fraternal help of other regions,
the economic of Ningxia developed fast as other
places in China, and successfully arrived the aim
of ※ the 10th Five 每 Year Plan§. The increase rate
of economic remains in a fast speed and the gap
between the average level in here and the whole
nation＊s level is narrowed down. The construction
of basic facilities for social life is obliviously
enhanced, and the environmental construction make
a further step and the potential of development
is greatly stressed, and the reform and opening
is steadily continuous, every aspects of people＊s
life is changing and the people＊ living standard
is improved.
﹛﹖In 2005, the whole region reached the income of
599.4 billion which increased annually 10.9%in average
during the 10th Five 每 Year Plan, the local budget
reached to 47.7 billion, which increased annually
18% in average. During these five years , government
successfully invested 1570 billion in some social
fixed asset construction and which is 2.8 as much
as that in 9th Five 每Year Plan period, the total
income of import and export of the whole region
reached 9.67 billion and utilize the foreign investment
∠3.9 billion . The average income of whole region
of town and cities inhabitants is RMBㄓ8093 per one.,
and increase annually 10.5% in average. The rural
inhabitant annual per capita net income reached
RMBㄓ2508, which increased 7.8% annually in average.
The unemployment rate is controlled in 4.5% or so.
The poverty relief program of Ningxia South Mountain
area worked great effect and the amount of the poverty
is reduced from 527 000 in 2001 to 152 000 in 2004.
The achievement of all these plans as expected,
which lays a solid foundation on the steady development
of Ningxia economic. In the 10th Five 每Year Plan
period, Ningxia gain the ※fast developed§ period
and its economic will developed faster and greater
after 2008 or so.
﹛﹖In recent years, Ningxia explore several projects,
and the investment in enterprises technological
reform at the first of the years keeps 20%, a continuous
increase rate, especially after the work of Ningdong
energy and chemical industry＊s several projects,
and it will benefit greatly after 2008. The basic
facilities construction lays a solid material foundation
for the Spanning development of Ningxia economic.
At present, the capital of Ningxia ---Yinchuan is
applying for being the host place of 2010 the Seventh
National City Games, it ains to prople large ※large
Yinchuan Constructing§, to make Yinchuan more green,
more beautiful, more suitable for people＊s living,
and then it would be a new ※the rich south in northern
frontier§--- picturesque scene, the prospect place
for people, we hope all the enterprisers of all
professins to vist and invest in here.
﹛﹖During the 11th Five-Year Plan period, Ningxia
is expected to realized the local budget increase
from RMBㄓ47.7 billion in 2005 to RMBㄓ85 billion,
and make a great breakthrough, from RMBㄓ50 billion,
RMBㄓ 60 billion, RMBㄓ 70 billion to RMBㄓ80 billion
, the annual increase is 12%in average. The next
five years will be the key period for Ningxia to
realize its spanning development , as well as the
key period to implement of the forming the concept
of scientific development. We will try to form Ningxia＊s
own feature, advantages through the development
of regional economic ,and small and middle-sized
enterpriser.2) try to speed up the construction
of new countryside, we will emphasize on the income
of rural inhabitants, agricultural infrastructure,
public affairs, town and village structure plan,
and the environment of the countryside, which is
based on the rule of ※industry support the agricultural§
※ city support the rural area§ the Twenty words
requires of building a new countryside.
﹛﹖All these required us to make a conclusion from
the fact, and science, and gradually form a new
way which has the character of minorities＊ and new
每styled building of countryside.3) strengthen the
process of city construction, we will fasten the
step of ※ constructing city along the Yellow River§
and make full use of the big cities＊ advantages
, and to stress the construction of Yinchuan , Wuzhong,Guyuan
and Zhongwei etc.4) strengthen the power of basic
industry and basic facilities, we should keep the
fixed assets investment remain a gradual and favorable
increase. In the following five years, our construction
projects contain not only the infrastructure projects,
which lay emphasis on super highway, railway, modern
service, some basic project such as energy, electricity;
but also some projects such as processing, agriculture,
and social development, especially for the construction
of Ningdong energy base, we will center on the construction
of Ningdong energy base in order to promote vigorously
the integration of coal, electricity and engineering.
Only if we have good and great projects can we lay
good foundation. We shall persistently adhere to
the policy of deepening the reform and boarding
the opening up. We should emphasized on shifting
the functions of government organ
and deepening the structure reform of enterprise,
taxation and finance, innovate the economic environment,
do well in the investment promotion, develop vigorously
the foreign 每 oriented trade, improve the quality
and benefit. We should accelerated the construction
of the harmonious society. While deepening economy,
we should pay more attention to the development
of social enterprisers such as education, science
and technology, culture and public health, and do
well in the employment, we shall do well in the
the work of national unification and enhance the
rural construction only to fulfill the comprehensive
social development, boost the level of modern social
civilization and promote the development of economy
and society.
